Description: Until the date of the full use of the electronic customs systems, the customs authorities may allow for means other than electronic data-processing techniques to be used in accordance with the Union Customs Code Transitional Delegated Act (UCC TDA) on 17 December 2015. Therefore, the paper-based model for EU customs declarations continues to be the Single Administrative Document (SAD). The SAD is composed of a set of eight copies needed to complete the formalities relating to one or more customs procedures as per Appendix B1 or B2 for computerised printing. Continuation forms are provided in Appendix B3-B4. Consult Appendix C1 for explanatory notes (and relevant national guidance) on how to correctly make use of and complete the SAD.

Description: As a general rule Union Transit declarations must be made electronically using the NCTS. Paper declarations are only allowed during fallback. However, until the dates of the upgrading of the NCTS referred to in the Annex to Implementing Decision 2014/255/EU, the paper-based Union transit procedure for goods carried by rail, air or sea as referred may continue to apply under certain conditions. Customs authorities issue the TAD (Transit Accompanying Document) to accompany the goods that are being transported. It contains a bar code and/or a unique Movement Reference Number (MRN) to identify the customs declaration pertaining to it. Additional explanatory notes and particulars (data) for the UCC TDA are available in Appendix F1 of the Union Customs Code Transitional Delegated Act (UCC TDA).
